This role will report to the PPUK Chief Compliance Officer and is critical to supporting the compliant growth of the PayPal business in the key UK markets by developing PayPal’s Compliance governance, frameworks and policies and ensuring effective implementation across all functions of the UK and Global business which support the UK markets and its customers, through proactive support and constructive challenge. Job Description: Essential Responsibilities: Lead complex projects and problem resolution efforts related to risk management. Additional Responsibilities & Preferred Qualifications: Core Duties and Key Strategic Objectives: • Provide robust advice, challenge and partnership to identify, mitigate and measure Compliance risks. • Lead the formulation and delivery of strategies, policies and processes to identify risks, challenge and advise the business to mitigate and control risks in accordance with risk appetite. • Influence key senior stakeholders and contribute to broader strategic planning and business decision-making by providing insight, control and thought leadership. • Lead on Compliance governance and reporting, insights, submissions and escalations supporting the SMF16 in discharging their SMF role obligations and evidencing reasonable steps through timely and effective reporting into Committees, ExCo and Board. • Develop effective reporting on Compliance owned policies, that can be used to update internal committees on product governance compliance and regulatory compliance and embedding of compliance risk • Responsible for leading the Compliance risk framework, aligned to the Group’s forward looking Risks effectively reporting to senior management • Delivery of new and existing product compliance reviews to support identification and appropriate mitigation of first line operational and regulatory risks, in line with PPUK policy and risk appetite. • Ongoing maintenance of SME knowledge to facilitate effective advice and oversight of current and emerging risks. • Collaboration with internal teams (such as PPUK functional leaders, Global Financial Crime, Program enablement, internal control partners, product leaders) to drive effective risk mitigation plans and supporting business requirements. • Collaboration with global risk and compliance teams, across all three lines of defence, to support strategic development, policy / process alignment and continuous improvement of risk and compliance management frameworks. You Will Also: In this role you will be critical to the successful execution of the UK and Global risk and compliance programmes. To achieve this, you will also need to: • Act as a trusted partner to business and enablement teams and work to implement Programme, new product and BAU change to comply with the evolving regulatory and internal control environment • Design and implement oversight frameworks for future expansion programs • Be highly visible in engaging with varied Sales & Marketing stakeholders. • Be comfortable delivering and navigating constructive challenge • Demonstrate subject matter expertise in continuous compliance monitoring frameworks. • Be a champion for positive customer outcomes and provide a demonstrable understanding of Conduct Risk assessment and measurement • Be comfortable with subjectivity, ambiguity taking a considered position on risks exposures, sometimes based on limited information. • Be flexible to change - remaining open to new information or approaches and adapting decisions accordingly. Basic Qualifications • Excellent English language communication skills, verbal and written. • 10+ years in the UK financial industry with proven experience in a compliancefunction. • Excellent problem solving and analytical skills • Strong project management skills and demonstrable change management experience. • Sound decision making and judgement, calmness under pressure, and the ability to effectively prioritise and delegate. • Strong interpersonal skills, confident engaging with a diverse range of stakeholders, across all levels of seniority in a fast-paced, growth focused environment. • Extensive knowledge of FCA & PSR requirements plus appreciation of broader UK regulatory landscape • High energy and creativity with an entrepreneurial spirit. • Ability to work within a matrix environment and cross functionally with commercial, operations and technology functions.
