We’re looking for a Programme Procurement Manager to lead and deliver the end-to-end procurement strategy for a major reservoir project within Anglian Water’s wider reservoir programme. This is a pivotal role in our Commercial Operations team, where you’ll ensures that all procurement activities support programme objectives; value for money, sustainability, regulatory compliance, and collaborative delivery. You'll also enable successful; design, construction, commissioning, and long-term operation of the reservoir, from Development Consent Order through to Main Works Contracts and Infrastructure Projects. You’ll lead a team of procurement professionals, drive strategic supplier relationships, and ensure compliance with regulatory procurement law. This is a high-impact leadership role where you’ll influence senior stakeholders, manage procurement risk, and embed sustainable procurement practices within the project. What will you be doing as a Programme Procurement Manager? Lead the relevant Reservoir Procurement Team, managing procurement strategy and schedules across all phases Deliver procurement activities to time, cost, and quality standards Support programme leaders with procurement for development and main works phases Forecast procurement needs and engage with the supply chain to inform decisions Drive early market engagement with the Market Engagement Team and develop commercial strategies with the Commercial team Support and lead negotiations and build strategic supplier relationships Manage procurement risks and ensure conflict-of-interest policies are upheld Represent procurement in governance forums Establish a business partnering approach to ensure delivery aligns with programme schedule, project milestones, and interdependencies across the wider Reservoir Programme Influence decision-makers and promote early engagement with procurement Provide clarity and direction in complex situations Lead and develop a high-performing procurement team, identifying training needs and promoting best practices Manage external partners and resolve escalated issues What does it take to be a Programme Procurement Manager? Proven experience in leading procurement strategy and delivery for large-scale infrastructure or complex capital projects (water, utilities, major civils, energy, or transport) Strong understanding of regulated procurement environment (PA23, UCR16) and sustainable procurement practices Experience with NEC4 or NEC3 contract suites.
