. Role Purpose As a member of the UK Defense Operations – the role of Estates Programme Manager will be to lead an In-House Centre of Excellence within the Estates Project and Programmes team, responsible for delivering QinetiQ’s programme of projects across the LTPA and Land IDT domain..Dynamic, agile and pro-active the person will take ownership of programme, developing options for delivery across primarily the LTPA estate. This includes responsibility for cost effective delivery, stakeholder engagement, and successful outcomes aligned to time and budget. The role oversees full portfolio management of multiple projects – from inception to execution and handover – including refurbishments, technical infrastructure and new builds. The role works with a team of senior project managers and project managers and collaborates closely with both internal and external stakeholders. Including but not limited to: Lead and deliver a defined programme of projects ensuring delivery to time, cost, quality and scope Define and maintain programme objectives, risks and priorities and delivery baselines throughout the project lifecycle Oversee the portfolio of projects from inception to handover including refurbishments, upgrades and new builds Lead a team of Senior Project Managers and Project Managers, providing direction and enabling delivery excellence Manage internal and external stakeholder engagement fostering strong relationships across the programme and supply chain Drive commercial and financial control, including procurement, budget management and reporting aligned with governance standards Resolve delivery challenges , manage prioritisation decisions, ensure timely approvals across programme activities Implement effective change, risk, and benefits management to ensure value delivery and strategic alignment Oversee accurate documentation of bids, proposals, approvals and lesson learned, ensuring compliance with policy and configuration control Ensure classified information and sensitive material are handled in line with organisation protocols Provide leadership in stakeholder communications, planning coordination, and team performance to maintain pace and focus across multiple work streams. Communication/ Collaboration - To deliver a high standard of communication through established relationships that influence senior stakeholders in order to create collaborative working environments to deliver effective UKD Operations business.4. Continuous Improvement - To utilise functional expertise in order to identify, lead and support their teams in strategic and innovative continuous improvement activities.5. Resilience - To be aware of strategic influences within the wider business in order to support the capability and competency within their functional area so that future customer demands are met in order to ensure resilience. 6. Financial - Ownership and management of cost centres, annual budget submission alongside current and future investment expectations. Controlled management to support delivery of the overall functional budget.8. Provide visible leadership for health and safety to ensure our teams engage our safety initiatives and improvement plan. Key Capabilities/Knowledge • Proven Knowledge and experience in delivering complex construction programmes, preferably within a secure MoD site. • Proven experience in leading complex construction and estate management programmes with a strong track record of delivery across building, civil engineering, infrastructure and mechanical projects.• Outstanding interpersonal and stakeholder engagement skills, with the ability to influence executives, customers and suppliers at all levels• Strong leadership style focussed on customer outcomes, team development and programme success• Deep understanding of financial management, including cost control, budgeting and commercial governance aligned to organisational standards• Excellent knowledge of NEC contract and the ability to manage contractual change events and disputes• Thorough understanding of Construction ( Design & Management ) regulations and experience acting as a client or equivalent on relevant projects• Expertise in risk, change and benefits management with the ability to drive tangible outcomes and manage uncertainty• Experience in site master planning, acquisition and disposal and dealing with complex multi user environments• Good knowledge of environmental legislation, planning processes and ecological regulation• Familiarity with land requisition procedures landlord / tenant relationships and working with local authorities• Proficient in Microsoft project and corporate systems for programme planning and reporting ( SAP knowledge desirable )• Experience using business cases to support decision making and secure programme investment• Effective communicator with the ability to influence across dispersed teams and matrix structures• Comfortable operating across UK wide and group level programmes requiring travel across multiple sites• Strong analytical, critical thinking and decision making skills with the ability to manage a diverse and demanding workload.• The role is group wide and will require travel to sites across the UK and also group. Experience & Qualifications • Extensive experience managing complex construction and capital programmes from inception to completion across a variety of sectors• Demonstrated ability to lead multiple concurrent programmes for diverse customers and stakeholders• Holds relevant professional qualification 9 or equivalent experience ) such as a degree or accreditation ( e, g APM, PRINCE2, CIOB)• Chartered status is desirable• Proven expertise in applying construction Design and Management ( CDM) regulations in a client or equivalent role on major projects• Strong understanding of NEC construction contracts and procurement methodologies• Deep knowledge of construction delivery theory and practise within programme and project management environments• Experienced in navigating complex stakeholder landscapes, problem solving and leading cross-functional teams under pressure Why Join QinetiQ?
