About Health Workforce Canada
Health Workforce Canada is a pan-Canadian, not-for-profit organization dedicated to transforming health workforce planning across Canada. The organization was launched in late 2023 with a mandate to be a catalyst for system transformation of health workforce planning in Canada. We do this by advancing health workforce data and information, forecasting and modelling, sharing innovations that are working well across the country, as well as to connect the many stakeholders in health workforce planning across Canada and internationally to strengthen collaboration and collective action.
Health Workforce Canada is focused on supporting leaders in the health system to co-design health workforce planning solutions that will achieve a better system for tomorrow. This work includes a health workforce conference, as well as targeted priority health workforce planning initiatives with leaders across Canada and the health system..
Job Summary
Reporting to the Director, Data and Planning, the Program Lead will be part of the Data and Planning division, and will be responsible for advancing HWC's modelling and forecasting pillar of its strategic plan. This involves activities such as facilitation of a Modelling Advisory Group that helps guide HWC modelling and forecasting efforts including development, maintenance and enhancement of predictive models and health workforce scenario planning, and conducting scans and reports on key modelling issues. Other priority activities include standing up and maintaining a public modelling community of practice.
Duties and Responsibilities
Leads and supports the planning and execution of projects to support strategic health workforce initiatives identified.
Consults and solicits input from clients and partners, including relevant advisory groups to advance health workforce modelling and forecasting, scenario planning and relevant information assets.
Leads the identification, development, and implementation of knowledge translation products including but not limited to virtual or in person meetings, webinars, briefing notes, reports, PowerPoint presentations, articles, and blog posts.
Leads research, environmental scanning, internal and external consultation on emerging topics.
Plans and leads the development of stakeholder outreach, pursues new and fosters ongoing relationships with key internal and external stakeholder groups, to ensure coordination and collaboration in meeting HWC’s strategic directions. Includes standing up and maintaining a public community of practice for modelling.
Facilitates collaboration with other HWC teams by initiating and/or participating in meetings to support corporate initiatives aligned with HWC’s strategic plan.
Monitors the health information, digital health, AI opportunities, and health workforce landscape to identify emerging issues and opportunities.
Leads the development of workplans, including resource planning, overall project and product planning, scheduling, and reporting (including digital metrics). Provides regular progress reports to supervisor.
Supervises a small team, providing staff mentorship/coaching, feedback and training. Conducts performance management for staff annually and regular coaching throughout the year.
Participates in matrix team model across the organization to provide support to other areas in the data and planning division. Includes data strategy, dashboard development and integration of AI and other technologies, and health workforce planning capacity building workshops. Along with support to the partnerships and priority initiatives division.
Contributes to the promotion of Health Workforce Canada through participation on external committees, presentations and/or attendance at conferences and other activities, as required.
Knowledge and Experience
· Master’s degree in epidemiology, biostatistics, economics, mathematics, or statistics or equivalent combination of experience/education.
· 3-5 years of experience in predictive modelling and forecasting in healthcare. Modelling in heath workforce considered an asset.
· Proficiency with data manipulation and open-source statistical software, such as, R, Python or other statistical software is essential.
· 3-5 five years’ experience working with health administrative data and/or other big data, knowledge of health workforce data and analysis.
· Supervisory experience with a strong record of successful team engagement and project/product management.
· Knowledge of health workforce issues and the Canadian health care system, as well as a sound knowledge of health information and its uses for policy development, planning, management and evaluation purposes.
· Strong Knowledge of health admin data sources in Canada.
· Experience with stakeholder engagement, client support and communications planning and implementation in the health sector.
· Excellent verbal and written communication, interpersonal, facilitation and presentation skills.
· Experience in managing multiple complex projects. Strong organizational and time management skills and demonstrated attention to detail.
· Ability to lead and work collaboratively within a matrix team.
· Advanced skills in the Microsoft Office suite of products
· Ability to meet travel requirements.
· Fluency in English is required, bilingualism in both official languages is preferred.
