01. Poste et Missions 1.Context CAMCO (Capital Metro Company) has been awarded the 12 years, Operations and Maintenance (O&M) contract, by the Royal Commission of Riyadh, to operate and maintain the blue Line 1 (38 km) and the red Line 2 (25.3 km) of the Riyadh Metro 6 lines project. CAMCO has split ownership (RATP Dev (80%), SAPTCO (20%)). We know that public transport has the power to transform urban life, connect districts and communities, combat climate change. 2.Mission As the Director of Maintenance (F/M), you will lead a team responsible for the planning, execution, and optimization of engineering projects and maintenance activities to ensure the reliability, safety, and efficiency of the transport infrastructure and rolling stock. You will play a strategic role in overseeing the technical operations, managing resources, and driving continuous improvement initiatives to meet the organization's objectives and enhance passenger experience. 3.Key Responsabilities Leadership Develop and implement strategic plans, goals, and objectives for the maintenance department aligned with the organization's mission and vision. Provide visionary leadership and direction to the maintenance team, fostering a culture of collaboration, innovation, and accountability. Establish performance metrics, benchmarks, and KPIs to monitor departmental performance and ensure alignment with organizational targets. Engineering / Maintenance: Lead the planning, design, and implementation of maintenance projects related to infrastructure or rolling stock. Coordinate with internal stakeholders, partners, external consultants, and regulatory authorities to ensure compliance with our contracts and technical standards. Oversee and ensure compliance with our contracts related to maintenance with subcontractors, partners, and external stakeholders. Define and oversee the procurement process for engineering services, equipment, and materials, ensuring cost-effectiveness and quality assurance. Develop and implement maintenance strategies, programs, and schedules to maximize the reliability and availability of transport assets, including rolling stock, signalization, telecoms, tracks, powers, systems, and facilities. Define and implement robust processes and procedure, closely with QHSE Director and technical director Establish preventive maintenance plans and predictive maintenance techniques to minimize downtime and extend the lifespan of equipment and infrastructure. Monitor maintenance activities, resource utilization, and performance indicators to identify opportunities for optimization and efficiency gains. Budget and Resource Management: Develop annual budgets, financial forecasts, and resource allocation plans for the engineering and maintenance department. Monitor budgetary performance, analyze variances, and implement corrective actions as needed to achieve cost targets and optimize resource utilization. Lead the engineering and maintenance team. 4.Experience & Competencies Master’s degree in engineering, preferably in Civil Engineering, Mechanical Engineering, Electrical Engineering, or a related field. Advanced degree or professional certification is a plus. 15 years of experience in maintaining metro operations, with a proven track record of leadership and achievement in the public transport sector. Strong technical expertise in transport infrastructure, rolling stock systems, and maintenance practices, with knowledge of relevant regulations, codes, and standards. Strong ability to manage contracts and sub-contractors Excellent leadership, communication, and interpersonal skills, with the ability to motivate and inspire cross-functional teams and stakeholders.
