The Financial Crime (FC) function is a second line of defence (LOD) function that includes” Risk Stewards” who are independent of the commercial risk-taking activities undertaken by the Group’s businesses (also referred to as “the First LOD”). These Risk Stewards are responsible for reviewing and challenging the activities of the First LOD to ensure that, as “Risk Owners”, they effectively manage the financial crime risk inherent in, or arising from, the conduct of their activities and for which they are responsible. Financial crime risk is a non-financial risk that includes fraud, money laundering, bribery and corruption, sanctions violations, terrorist financing, proliferation financing, export control violations and tax evasion. The Financial Crime function operates in accordance with HSBC Group’s Risk Management Framework (RMF). We are currently seeking an experienced individual to join this team in the role of Head of FC Public Policy & Industry Engagement. As Head of FC Public Policy & Industry Engagement, you will hold a senior leadership role in the team, and report to the Group Head of AML and FC Strategy. You will produce, direct and oversee the delivery of the Global Financial Crime Engagement Strategy. Translating the external environment into HSBC and ensuring that FC states its public policy positions and strategic priorities, clearly and coherently, in the right fora, to meet the bank’s ambition to deliver its Global Financial Crime Engagement Strategy. In this role, you will: Be the primary external point of contact for HSBC on FC public policy and industry engagement, working across industry bodies, regulators, government agencies, law enforcement, intelligence agencies, think-tanks, NGOs and peers, using the power of public-private partnerships and contributing to the creation of new ones, where relevant to the bank’s strategic objectives. Utilise organisational and operational experience, industry and geopolitical understanding, as well as thought-leadership to inform a continuously forward-looking FC Engagement Strategy and contribute to the wider FC, and Bank, Strategy. Be the primary internal point of contact for FC advocacy and engagement, working across relevant stakeholders to shape the future of financial crime strategy. Use in-depth SME knowledge and practical experience to translate key learning and expectations from industry and the geopolitical landscape, while facilitating an internal environment in which ideas, knowledge and best practice are shared across key stakeholders, Lead the Group’s engagement and responses to public policy consultations in HSBC priority markets, supporting markets’ engagements with standard-setters and relevant industry groups, as needed. As SME, provide advice on the FC advocacy and engagement matters to senior management (including up to executives) in country, region and Global Businesses Manage both a direct and indirect team of SMEs working to implement the Global Engagement Strategy in regions and key markets, providing leadership, strategy, book of work oversight, and line management best practice. To be successful in this role you should meet the following requirements: Considerable industry experience, with high level of industry recognition and reputation Extensive experience of chairing internal and external meetings, including with government officials and regulators. Significant FC subject matter expertise within a global Financial Institution Detailed knowledge of regulations covering all FC risk disciplines; particularly regarding the UK, US, and EU. Ability to develop strategy and to deliver against it to time, quality, and budget Experience of successfully engaging with Regulators and policymakers. Excellent communication (written, verbal), influencing and inter-personal skills A known presenter and panellist on FC matters, able to command an audience Proven ability of creating, leading, coaching and motivating a team The base location for this role is London – Hybrid working You’ll achieve more when you join HSBC.
