The Chesapeake Bay Foundation seeks a Fleet Senior Manager in the Operations Department to be based at the Philip Merrill Environmental Center located in Annapolis, MD.


THE CHESAPEAKE BAY FOUNDATION

Established in 1966, the Chesapeake Bay Foundation (CBF) is the largest regional nonprofit conservation organization dedicated to saving the Chesapeake Bay, its rivers and streams, and the wildlife that call it home through education, advocacy, litigation, and restoration. Since 2010, CBF has engaged in a focused effort to defend and implement the Chesapeake Clean Water Blueprint, a binding federal and state collaborative agreement aimed at reducing pollution to the science-based, legally-affirmed levels established by the U.S. Environmental Protection Agency (EPA). The Blueprint is expected to be fully implemented by 2025. If the states and the federal government achieve Blueprint goals, the Bay will finally—after decades of failed efforts—be removed from the Clean Water Act’s impaired waters list. Successfully implementing the Blueprint depends on a well-informed, engaged, active, and diverse constituency of members, advocates, and volunteers who speak up and take action to save the Bay.


CBF has a staff of approximately 230 employees working in offices in Annapolis, Maryland; Richmond and Virginia Beach, Virginia; Harrisburg, Pennsylvania; and Washington, D.C. as well as 14 field education program locations. Our staff and volunteer corps work throughout the region educating students and adults, advocating for clean water policies, restoring waterways, and litigating when necessary.

DEPARTMENT DESCRIPTION

Operations

Operation’s mission is to significantly contribute to the improvement of the water quality of the Chesapeake Bay by providing a strong operations infrastructure for CBF staff. The mission is to develop and maintain procedures, systems, equipment, facilities, and property so that staff can work safely, efficiently, creatively, and productively to save the Bay.


CONTEXT OF THE POSITION 

The Fleet Senior Manager will administer a program that will ensure that CBF’s fleet is maintained, purchased, constructed and operated in a safe, professional and timely manner.  Safety, operation, preventative maintenance, risk management, standardization, cost savings, and incorporating “green” will be key factors. This position is part of the Fleet and Facilities Team and will be called on to assist in all areas of this department.



Requirements


1. Supervision & Operations Management

  • Oversee and manage all CBF Marine activities, ensuring smooth operations.
  • Supervise and manage all U.S. Coast Guard (USCG) activities, ensuring compliance and safety.
  • Ensure all fleet checklists are properly implemented and functional.

2. Maintenance & Budget Oversight

  • Oversee all maintenance activities, including planning and execution.
  • Perform regular maintenance and address any required repairs.
  • Contribute to and help manage the Renewal & Replacement budget, including associated projects.
  • Develop long-term renewal and replacement budgets to sustain fleet operations.
  •  Conduct annual site inspections and collaborate with Field Senior Managers, Program Managers, and Captains to address work lists.

3. Compliance & Documentation

  • Maintain and organize electronic records of all maintenance and inspections (internal and USCG).
  • Work with administrative staff to track licenses, USCG inspections, and vessel documentation.
  • Ensure staff meet Coast Guard licensing requirements and facilitate necessary training.

4. Training & Safety Management

  • Develop and manage safety training programs and protocols for marine operations.
  • Assist in captain and mate checkouts to ensure competency and safety.
  • Develop operations training to enhance staff knowledge and compliance.

5. Procurement & Contract Management

  • Act as a purchasing agent for marine-related supplies and equipment.
  • Negotiate contracts for services, maintenance, and other marine operational needs.
  • Track all work progress and invoicing related to fleet management.

6. Emergency Response & Field Support

  • Be available on-call to program staff for operational needs and emergencies.
  • Manage and respond to emergency situations 24/7 to ensure safety and efficiency.
  • Operate as a fill-in Captain when needed.

7. Collaboration & Travel

  • Maintain and leverage Coast Guard contacts for operational support and compliance.
  • Work with other departments to support field programs, retreats, and events.
  • Travel throughout the watershed, with the ability to stay overnight as required.

PREFERRED PROFESSIONAL EXPERIENCE AND QUALIFICATIONS


  • Minimum 50-ton Master of Inland Waters USCG Captain License with an FCC certification.
  • 2-4 years’ experience operating & maintaining a Coast Guard inspected passenger carrying vessels.
  • Experience with boat maintenance and repairs.
  • Exceptional communication and interpersonal skills.
  • Knowledge of environmental issues, a plus.

Physical Requirements:

  • Physical ability to lift and carry heavy objects, at least 45 pounds. 
  • This physically demanding position involves frequent exposure to the elements.
  • Ability to travel the watershed. 

Other:

  • Must pass a criminal background check.
  • Participate in a pre-employment & random drug screening program per the requirements of the US Coast Guard.
  • Must possess a valid driver’s license, submit a driving record, and have an acceptable driving record.
