The role

As a Capital Planning Manager, you’ll be a senior member of our Capital Planning Group, driving strategic investment planning for Devonport’s critical infrastructure. This is your chance to influence projects that underpin national security and defence capability. You’ll lead the development of options for large-scale projects - from initial concept through to complex business cases, ensuring alignment with HM Treasury ‘Green Book’ and our Project Management Framework.

Day-to-day, you’ll lead the development of suitable options for large projects.

• Capture and develop investment requirements for your designated business area.
• Identify opportunities to bundle multiple project streams into strategic programmes.
• Develop robust, Green Book-compliant business cases for investment.
• Manage requirements through early project lifecycle stages and facilitate gate reviews.
• Support CapEx planning for large-scale or complex internally funded projects.

This role is full time, 35 hours per week and provides hybrid working arrangements with 2-3 days in the office/onsite and 2-3 days working from home.

Essential experience of the Capital Planning Manager

• Managing capital budgets, financial forecasting, and expenditure tracking.
• Experience in strategic planning or programme management environments.
• Writing robust business cases for major projects.
• Senior stakeholder management, including interaction with government and defence entities.
• Experience managing public funds (advantageous).

Qualifications for the Capital Planning Manager

• HNC/HND level education or equivalent experience.
• Project Management Professional (PMP) certification or similar.

Security Clearance

The successful candidate must be able to achieve and maintain Standard (BPSS) / Security Check (SC) security clearance for this role.
