Job Title: Private Housing Regulatory Officer – Inspection Team Salary: £39,027 - £44,463 per annum Number of Openings - 12 Grade: E Contract Type: Permanent Hours: 37 hours per week About the department The Selective Licensing Team is part of the Private Housing Service within Community Protection & Enforcement Services at Thurrock Council. Our mission is to ensure that private rented housing across the borough is safe, well-managed, and compliant with legal standards. We work collaboratively with landlords, tenants, and partner agencies to improve housing conditions and safeguard residents. About the Role We are seeking a dedicated and proactive Private Housing Regulatory Officer to join our Selective Licensing Inspection Team. This is a fantastic opportunity to play a key role in improving housing conditions and ensuring the safety and wellbeing of tenants across the borough. As a Private Housing Regulatory Officer , you will be responsible for: Conduct interior and exterior property inspections to assess compliance with licensing conditions. Use the Housing Health & Safety Rating System (HHSRS) to identify hazards and issue appropriate notices. Investigate complaints regarding property conditions, landlord/tenant conduct, and licensing breaches. Provide clear, practical advice to landlords, agents, and tenants on legal obligations under the Selective Licensing scheme. Gather and document evidence for enforcement actions including notices, civil penalties, and court proceedings. Collaborate with teams such as Environmental Health, Planning, and Legal to ensure coordinated enforcement. What We’re Looking For We’re looking for someone who has: Solid understanding of the Housing Act 2004, licensing regulations, and enforcement powers. HHSRS certification. Experience in property inspections and resolving housing condition issues. Strong judgement and decision-making skills. Excellent written and verbal communication. Well-organised with the ability to manage a varied workload and maintain accurate records. Willingness to work in the field, including occasional out-of-hours visits.
