About the Role We are looking for an experienced Highway Asset Manager to lead the development, implementation, and continuous improvement of the local authority’s Highways Asset Management Policy and Strategy. This role ensures the safe, sustainable, and cost-effective management of highway infrastructure, supporting statutory responsibilities and delivering value for money through data-driven investment planning and lifecycle management. It is a technical specialist position that plays a key role in maintaining one of the council’s most valuable public assets. Key Responsibilities Develop, maintain, and update the authority’s Highways Asset Management Plan (HAMP) in line with national guidance and best practice. Lead the collection and analysis of asset condition data (e.g. roads, footways, bridges, drainage) to inform investment priorities. Manage and maintain the highways asset inventory and associated digital systems (e.g. Confirm, GIS-based platforms). Lead the production of lifecycle plans and asset valuation processes to support long-term planning and funding bids. Ensure compliance with relevant legislation, including the Well-Managed Highway Infrastructure (WMHI) Code of Practice. About You The ideal candidate will have: Strong experience in managing highway assets. Excellent communication and engagement skills. Ability to identify process improvements, define solutions, and implement change. Demonstrable experience in delivering both innovative and low-carbon highways initiatives. Experience in developing people, services, or teams to recognise, respect, and value individual needs, fostering a culture of inclusivity.
